Save Local Transit From New Funding Cuts

Why it matters

California's Cap-and-Invest program requires major polluters to buy emissions allowances, generating proceeds for programs that reduce pollution and support local communities through the Greenhouse Gas Reduction Fund.

However, recent regulatory changes by the California Air Resources Board (CARB) granted free emissions allowances to industrial polluters, reducing overall state revenue by an estimated $2 billion annually through 2030.

Because state funding rules place local programs in “Tier 3” priority, this revenue shortfall directly threatens vital programs with steep funding cuts, including local transit operations, clean air and water, affordable housing near transit centers, and more.
